The top-level Internet domain name for Bulgaria is BG. Similar
to other top-level domains, the BG domain is administered by a
naming authority. For the BG domain, this function is performed
by Digital Systems Ltd.
The hostmaster team of Digital Systems Ltd. has been taking
care of this activity since 1991. The team has developed terms
and conditions and procedures based on Internet standards, on
discussions with service providers and network experts from Bulgaria
and abroad, and on accummulated experience, as well.
The policies and procedures are described here in order to provide
a point of reference for applicants, Internet Service Providers
and for the hostmaster team itself, so that each application for
registration of a domain name within BG can be handled predictably,
consistently and without any delay due to misunderstanding.
The sections of this document are arranged as follows.
2.1. People, holders of a court registration in Bulgaria
or an act for issuing from a Bulgarian state body; subjects, created
according to an agreement between Bulgaria and other countries;
companies and organizations, registered abroad that have registered
branches or have commercial representatives in Bulgaria.
2.2. Private active people, citizens of Republic of Bulgaria.
2.3. Companies and organizations, registered abroad that
have authorized a third party to register a name within the .bg
domain. The person authorized must meet the requirements according
to 2.1 or 2.2.
3. Necessary documents for registering a new Internet domain
name.
3.1. The applicats from group 2.1. present the following
documents:
- Application for a registration of a domain name within .bg,
filled in carefully and accurately, signed and stamped from the
applicant (in the original).
- A copy of the document, certifying the actual status of the
applicant (court decision, valid court certificate, etc.), signed
from the representative that it complies with the original. In
this (these) document(s) the representative must be clearly pointed
out.
- If the person who has signed the application, is authorized
- notary stamped authorization is required. (original)
- If the required name is a trade mark of the applicant - a
copy of the document, certifying that the applicant is the holder
of this trade mark, stamped from the representative that it is
identical with the original.
- If the required name is a trade mark of a third party - a
copy of the document, certifying that the third party possesses
the trade mark, signed by the representative of the applicant
that it is identical with the original and a notary stamped document
for giving the right of using the trade mark (original).
- If the required name is not registered in the issue of the
National Library - a copy of the document for acquiring an ISSN
or ISBN, signed by the representative of the applicant, that it
is identical with the original.
3.2. The applicats from group 2.2. present the following
documents:
- An application for registering a domain name within the .bg
top-level domain, filled in carefully and correctly, signed form
the applicant or the authorized person and notary signed (original);
- If the person who has signed the request is authorized - a
notary signed authorization (original);
- If the requested name is a trademark of the applicant - a
copy of the document, certifying that the applicant possesses
this trademark, notary signed (original);
- If the requested name belongs to a third party - a copy of
the document, certifying that the third party possesses the trademark,
signed by him that it is identical with the original and a notary
signed document for giving the right to use the trademark. (original);
- If the requested name is a name registered in the National
Library Issue - a copy of the document for acquiring the ISSN
or ISBN, signed by the applicant that it is identical with the
original.
3.3. The applicats from group 2.3. present the following
documents:
- An application form for registration of a doamin name within
.bg, filled in carefully and correctly, signed by the authorized
by the applicant person, notary signed. (original);
- Notary signed authorization (original) of the authorized person
.
- If the requested name is a trademark of a foreign company
- a copy of the document, certifying that the foreign company
possesses this trademark and that it is valid on the territory
of The Republic of Bulgaria, signed by the authorized from the
applicant person that it is identical with the original.
- If the requested name is a registered issue - a copy of the
document for acquiring the ISSN or ISBN, signed by the authorized
by the applicant person that it is identical with the original.
The application for the requested name is accompanied with a
declaration that the applicant agrees with the terms and conditions
for taking the responsibilities, described in Section 11 of this
document.
The contact people in the application must be the authorized
people from the applicant, for performing the correspondent activities:
- A person for administrative contacts: to define the naming
policy of the objects in the hierrarchy of the given name, to
inform about the change of the registered attributes of the given
name, including the people for technical contacts, people for
financial contacts, nameservers. The person for administrative
contacts must have authorization to represent the applicant.
- People for technical contacts: to be obliged for the technical
functioning of the nameservers.
At the time of registration, the proposed domain name must be
both valid and appropriate. Then and later, the domain must be
accessible and well managed, as to avoid unnecessary inconvenience
to other network users.These requirements are specified in detail
in the section below.
Validity:
4.1. The following characters are allowed to be used
in the domain name:
- the letters of the Roman alphabet (ASCII), regardless whether
they are capital or small letters (A-Z, a-z);
- the numbers (0-9);
- the hyphen (-).
The first and the last character of the name must be either
a letter or a number. It is recommended that the first character
is a letter.
4.2. The domain name must consists at least of three
characters. When the name or its popular abbreviation consists
of two characters, the Register of Domain Names within .bg
recommends the insertion of a hyphen (-) between the characters.
4.3. The domain name must be distinct from any of the
recognized existing names of the top-level domain names (ARPA,
COM, EDU, GOV, MIL, NET, ORG, INT,....)
Appropriacy:
The names can be formed by:
4.4. The name of the applicant;
4.5. The name of a registered trade mark of the applicant;
4.6. Registered name of an edition (ISSN, ISBN)
The name formed must correspond with:
4.7. The full name;
4.8. Abbreviation, formed by one or several of the words,
forming the full name, and the first letters of the rest of the
words (as their sequence is kept);
4.9. Abbreviation, formed from the first characters of
the words, forming the full name;
4.10. When the name is a compound, bewteen the separate
words or the initial characters of the words, which form he name,
a hyphen (-) can be put;
4.11. When a name cannot be formed according to one of
the principles pointed out because it has been already reserved,
after the desired combination of characters (according to item
4.7., 4.8., 4.9. or item 4.10.) a numeric character can be put,
separated or not by a hyphen (-);
4.12. When there is the word Bulgaria in the name, it
can be dropped or replaced by the characters bg;
4.13. Some general words like:"ltd", "plc", "inc", "co",
"international' (or their Bulgarian equivalents) can be dropped
from the full name.
Reserved names:
4.14. The names of towns and villages are reserved for
the municipalities and the regions.
4.15. When the requested name has already been used or
there is a probability that it can be requested from another applicant
with a wider popularity, another name must be chosen.. For example,
names like ibm.bg or internet.bg are reserved due to that requirement.
4.16. In the .bg Domain Name Register, reserved
are the names: bgnic.bg, bg-nic.bg, nic.bg, register.bg, nicbg.bg,
nic-bg.bg, registry.bg, domain.bg, domain-registry.bg
4.17. When the requested name can, according to the opinion
of the .bg Domain Name Register, lead to confusion or misunderstanding,
the applicant must chose another name.
Accessability:
4.18. In the request, there must be identified at least
one Internet host where the mail for the domain can be routed.
It is neessary, that it is agreed beforehand with the server administrator.
The host must be able to handle mail for the domain.
4.19. The domain must provide a point of contacts for
electronic mail where requests for information may be addressed.
The standard address for this point of contact is: postmaster@domain.bg
4.20. In the request, here must be pointed out at least
one secondary nameserver, in addition to the primary nameserver.
It is necessary to provide access to the primary nameserver for
.bg (ns.digsys.bg, IP address 192.92.129.1) to the domain
primary nameserver. Apart from that, the agreement of the manager
of each nameserver to provide name service for the proposed domain
must be obtained in advance.
Good service:
4.21. The outgoing mail from the sub-domain must meet
the requirements of RFC 822. In particular, the header of the
messages must not contain addresses, consisting only of a username
("local part" according to the RFC 822 terminology) or a partially
qualified domain name.
5. Registraion Procedure of a New Domain Name within .bg
All the necessary documents for registration of an Internet
domain name within .bg, can be deposited in the nearest
office of Digial Systems Ltd. or they can be sent by regular mail

The naming authority for .bg deals only with the registration
of primary sub-domains of the top-level domain .bg. Registration
of second- or lower-level sub-domain registration is the responsibility
of the administrative contact person for the primary sub-domain.
6. Terms of Processing the Requests and Domain Name Registration
6.1. The Register of Domain Names within .bg checks
the validity of the deposited by the applicant documents within
three working days after receiving the request.
6.2. If the documents are in order, the applicant receives
a pro-forma invoice and within ten working days, the client is
obliged to pay the initial fee and the domain name support fee
for the first year within 10 working days and to inform the Register.
6.3. In case, there is something wrong with the documents,
the applicant is informed about that (within 3 working days from
the receiving of the documents) with appropriate scrips in the
database of the Register (http://www.digsys.bg/bg-nic/bg_tld_base_eng.html)
or via e-mail, telephone, fax or in written form.
6.4. Within 30 working days, the applicant is obliged
to correct the wrong information in the request. If after that
term, the request still does not meet the requirements for registration,
the Register considers that the applicant refuses that name and
cancels the registration procedure.
6.5. The Register adds the necessary scrips in primary
name server within .bg and the applicant has the opportunity
for usage and administering of that name in the Internet within
5 working days after receiving the means according to item 12
from the present rules.
8.1. The applicant can state his wish for electronic
updating of registration of the name of nameserver. This wish
is declared in the request for domain name registration within
.bg. In this case, it can do this either on their own,
using the e-mail address of the people for administrative or for
technical contacts, or to state via regular mail in a written
form about the desired changes.
8.2. A request for the change of the people for technical
contacts is accepted in an electronic form (if an alectronic updating
is negotiated) or in a written form from the person for administrative
contacts or from the representative of the applicant.
8.3. The request for change of the person for administrative
contacts can be made from the representative of the applicant
only in a written form. (original)
8.4. When the request for updating is in a written form,
it must be signed either by the person for administrative contacts
or by the representative of the applicant.
8.5. The requests in a written form have priorities to
the requests in an electronic form.
8.6. When the Register receives contradictory requests
for updating and termination of the registration of one name,
the Register decides which registration must be satisfies or both
requests are not satisfied.
9.1. When a domain ceases to meet any of the requirements
for accessability and good services (see Section 4 above), the
contact people will be notified and given he opportunity to correct
the defiiency. If the due measures are not taken within one month,
the Register reserves the right to terminate the registtration
without further notice.
9.2. When the Register receives a written request for
termination of the registration from the representative of the
applicant, the registration is terminated within five working
days.
9.3. The Registration is terminated in case of not paying
the annual support fee on time. The Register is not obliged to
keep domain names within .bg for applicants who have terminated
their requests.
10.1. When the applicant of a domain name changes the
Internet Service Provider or starts to use the services of a new
Internet Service Provider, the new ISP can not make the request
for the change of the registration. The new ISP can inform the
Register what is planned, but the Register cannot take actions
before receiving a request from the person for administrative
contacts or the representative of the applicant.
10.2. Mail routing and/ or IP connectivity must in most
cases be arranged by the service provider. In such cases, it is
recommended that the ISP helps for the submission of the request.
10.3. The naming of the sub-domains must be in consideration
with the rules or addressing in the Internet, according to the
instructions of RFC 819, RFC 821, RFC 822, RFC 920 and RFC 976,
as well as with organization of the domain according to RFC 1034
and RFC 1035.
10.4. The name is registered for one applicant.
10.5. The applicant bears the overall legal responsibility
for the action of the objects, registered in this domain, with
respect to other organizations connected to the Internet.
10.6. The registration of a given Internet domain name
does not endorse any legal rights concerning the name or any disputes
connected with it must be done according to the normal law procedures
(see RFC 1591).
11. Liability and Indemnity from the Register of Domain Names
within .bg
Digital Systems Company registers the Internet domain names
neutrally and with good will, in service of applicants and Internet
Service Providers, according to the following requirements:
11.1. The applicant bears the whole responsibility in
front of third parties about he choice of name he/ she would like
to register.
11.2. The applicant of he name will not keep Digital
Systems, its specialists or agents, responsible for any losses,
damages, responsibilities, wishes or expenses, resulting from
wish or wishes from third parties connected with the management
or he rights for using the name.
11.3. Digital Systems Company, its speialists or agents
do not bear the responsibility for any losses or damages, caused
by the applicant or he ISP, resulting from the activity or inactiviy
of from Digital Systems, its specialists or agents during performing
their duties as a Register of Internet domain names.
11.4. The Register of names within .bg is not
responsible for the accuracy of the data, filled in by the applicant,
when the applicant wants an electronic updating of the information
that already exists in the Register for the applicant's name.
