1.1. The Executive renders service of domain names registration based on Agreement No-83 dated January 10, 2001 concluded between RIPN and the Executive.
1.2. The applied terms are defined in the Regulations ("Regulations and Tariffs for Rendering Services of Second-Level Domains within the .RU Zone" which is Addendum 1/2 to this Agreement), the link to which is contained on page http://www.ripn.net/nic/dns/contract.html. Based on Agreement No-83 dated January 10, 2001, the Executive is the Person authorized by RIPN for domain registration, the Customer is the Applicant and Administrator of the domain.
2.1. The Executive renders services of domain registration in .ru domain only to Persons, who have concluded a Service Agreement with the Executive. The procedure of registration of the Person in the database of the Executive precedes the Agreement. At registration the Person chooses and registers the individual password, provides its confidentiality and bears responsibility for all actions made using the password.
2.2. Domain registration is accomplished based on the Order. The Order starts to be fulfilled (comes to processing) at availability of the Agreement concluded in writing and a sum at the Customer's personal account sufficient for payment for all services indicated in the Order.
2.3. The Executive makes the domain registration and delegation at performance of the conditions stipulated in i.3 of these Regulations (conditions of the domain registration and delegation).
3.1. Terms and conditions of domain registration
The domain registration is not accomplished in the following cases:
3.1.1. The domain name is already registered or is included into the list of domains of public use (GEOGRAPHICAL, GENERIC).
3.1.2. The domain name chosen by the Customer does not meet the following requirements:
- The domain name should consist of more than one symbol, begin, and end with a letter of Latin alphabet or with a numeral. Letters, numerals, or a hyphen can be taken as interim symbols;
- No words inconsistent with public interests, humane and moral principles (particularly, obscene words, slogans of anti-humane nature insulting human dignity or religious feelings, etc.) can be used for the domain name.
3.2. Terms and conditions of domain delegation
3.2.1. Domain can be delegated only after the check of domain names servers (primary and secondary DNS) indicated by the Customer and containing the registered domain's configure files gives positive results.
At least two of the DNS servers declared by the Customer should be located in different IP networks (in different networks of "C" class, in traditional terminology) and have a reliable connection to the Internet. A "reliable connection" means the connection, which provides that the total time of disconnection with the server does not exceed 2 hours a day. The support of the indicated servers should correspond to the requirements stated in the International Standards RFC-1032, RFC-1033, RFC-1034, and RFC-1591.
In case of non-obtaining positive results of the domain names servers functioning correctness during 4 (four) days, DNS servers testing is stopped. The DNS servers testing procedure is initiated after fulfilling the order for changing the domain data.
3.2.2. Data concerning the domain names servers should correspond to the current status of the network.
3.2.3. In case of non-fulfillment of the conditions stated in i.3.2.1 and 3.2.2 of this Regulations, the Executive is entitled during the whole period of the registration validity cease the domain delegation. The delegation can be restored only after removal of the indicated faults.
4.1. Rules of Order Drawing-Up and Submission
4.1.1. Order Form for domain registration in .ru zone is displayed on the Executive's Web server: http://www.nic.ru/
4.1.2. Ways to submit an order:
- draw up and send the order by web interface located on the Executive's Web server: http://www.nic.ru/
4.2. Procedure of Order Fulfillment
4.2.1. The Order's fulfillment starts if the agreement concluded in writing and a sum at the Customer's account sufficient for payment for all services mentioned in the Order are available.
4.2.2. The Executive makes and expertise of the Order for its compliance with all requirements stated in this Regulations and in "Regulations and Tariffs for Services of the Second Level Domains' Registration in .RU Zone". During the expertise performance and until making decision on the Order, the Executive is entitled to request from the Customer additional information necessary for making expertise.
4.2.3. The Executive makes decision on possibility of registration of a domain registration based on this Regulations.
4.2.4. In case of doubts of a domain's registration possibility on the grounds stipulated by this Regulations, the Executive is entitled to stop this domain's registration for a period of not more than 15 (fifteen) days. On expiration of this period, the Executive is obliged to register the domain, or give a motivated registration refusal.
4.2.5. In case of grounds of registration refusal, the Executive informs the Customer about impossibility to register the applied domain and about the grounds of such a refusal.
4.2.6. The decision on registration, registration refusal, or ceasing of the Order fulfillment is sent to the Customer not later than in 2 (two) working days from the moment of the beginning of the Order accomplishment.
4.2.7. The Executive considers all Orders on equal terms. In case of more than one Order for domain registration for the same name coming, their processing and making decision about possibility of registration is accomplished in turn of their coming for processing.
4.3. Special Terms and Conditions
4.3.1. The Customer must submit only authentic information at registration and at Agreement conclusion. In case of non-authenticity of submitted information, the registration can be cancelled (the domain released).
4.3.2. In case the Executive has doubts in that the information submitted by the Customer is authentic, it can request additional data and/or demand confirmation of the submitted information during the whole period of registration. The request shall be sent by e-mail to the Customer's contact address.
4.3.3. In case of failure to submit additional data and/or to confirm the before submitted data during ten calendar days from the first request, the Executive is entitled to stop the Customer's domain(s) delegation. The domain(s) delegation can be restored within 3 (three) working days from the moment of submitting the required information.
4.3.4. The Customer agrees that the information submitted to the Executive by filling in the requests, or other documents including the ones in electronic form while the Executive places them into sections marked "for public access" shall be placed by the Executive on search servers and available to an indefinite number of people. The list of information obligatory for placement and to be placed, by the Customer's approbation, is shown on the Executive's Web server.
5.1. The domain re-registration is possible after paying for extension services.
5.2. The Executive sends an advice about the necessity to extend the registration to the Customer two months before the registration period expiration. Absence of refusal from re-registration during 30 (thirty) days from the date of sending the advice confirms the Customer's consent to re-registration. In this case the registration shall be extended at availability of a sum sufficient for payment for the service of extension at the Customer's account.
5.3. The re-registration provides the information on the registered domain keeping in the database for the period of the next registration period.
5.4. If the sum sufficient for payment of re-registration has not been transferred to the Customer's account by the end of the accounting period, the domain delegation shall be stopped. If the payment is not made during one month from the delegation ceasing, the domain shall be released.
6.1. The domain administrator is entitled to transfer to the newly chosen Registrar the duties on entering information into the .ru domain central database about the domain name and its Administrator not earlier than in 60 (sixty) calendar days from the moment of the domain registration.
6.2. The duties transfer from other administrator to the Executive on entering information into the .ru domain central database about the domain name and its Administrator is made at the Customer's official message sent to the Executive's address.
6.3. The transfer of duties on entering information into the .ru domain central database about the domain name and its Administrator from the Executive to the new Registrar is made at the Customer's official message sent to the Executive's address.
6.4. In case of receiving by the Executive of an official message from the Customer, the Executive during 2 (two) working days shall perform actions allowing to transfer the duties on entering information into the .ru domain central database about the domain name and its Administrator and informs the Customer.
7.1. A transfer of the right to domain to another physical or legal Person can be accomplished:
7.1.1. On the basis of the official Customer's message sent to the Executive.
7.1.2. In case of the Executive's receiving the Customer's message about transferring the right to the domain to another Person, which has "the Service Agreement" with the Executive, and the message from the Person to which the right to the domain is transferred containing the confirmation of intention to accept the right to the domain the Executive shall perform actions of the domain transfer during 2 (two) working days and inform the Customer.
